6. As to (0), the proposal was in my opinion

entirely opposed to the general prineisle of the

draft, and could not be accented, slthough it would

be open to the Hong Kong authorities to refuse to

to make the request, and the refusal to concede it

would alsoɛt certainly lead to friction.
